Loitering

Definition of Loitering

Loitering is when a person hangs out aimlessly at a public place or a business, when they have no commercial business there or no other reason to be there.

Simply standing in one place for too long in public could give rise to a loitering ticket. If law enforcement requests that the person move along, then they would be obliged to do so or could be arrested.

Loitering Explained

Loitering is the charge that law enforcement would put on a public beggar in an attempt to deter the person from begging at that location any longer. It is also often connected with prostitution, in that a prostitute can be charged with loitering for standing in one area for the purpose of attracting a client.
