The Office of Disability Adjudication and Review (ODAR) is the judicial system of the Social Security Administration. ODAR is the original jurisdiction for all Social Security Administration assertions that are partially denied or denied in full. The Social Security Administration rulings are delivered through ODAR’s adjudicators and judges at local ODAR locations in the United States.
ODAR is currently supported by about 6,000 staff employees at locations throughout the United States. ODAR developed its own procedural manual. It is documented in the Hearings and Appeals Litigation Law Manual. Before 2006, ODAR was known as the Office of Hearings and Appeals. Prior to the 1970s, it was known as the Bureau of Hearings and Appeals. The name was changed in 2007 to reflect the fact that about 75% of the agency’s docket consist of disability cases.
