The Federal Trade Commission is an agency in the United States that operates independently. It is separate from the government and acts to protect consumers as well as ensure that the markets remain competitive, are not monopolized, and are not over or under legislated.
When a consumer is scammed or falls victim to advertising that is untruthful, they can check their rights with this organization and potentially file charges against the company who produced the product for any damages incurred as a result. The list of circumstances which this covers is non-exhaustive, but all industries are regulated so in each case the individual set of standards and practices are reviewed.
